Under **Article 35 of the Constitution**, every citizen has the right to free basic health services from the State. No person shall be deprived of emergency health services.
What you must bring
To claim free treatment (outside of emergencies), you usually need:
- Citizenship Certificate (original or photocopy)
- Ward Recommendation (if applying as a low-income/Vipanna citizen)
- Insurance Card (if registered under the National Health Insurance)

How to access treatment
Step 1Visit a government hospital or local health post.
Step 2Go to the 'Social Service Unit' (SSU) desk.
Step 3Show your ID and explain your eligibility.
Step 4The SSU officer will issue a free service waiver.
